I am not saying that this approach is wrong, I am just asking you to own it :D

Instead of addressing the feedback against it at the beta phase you made a whole page explaining why it's right, so let's just go with it!

Does it support it mechanically? ...kinda? Ok?

You can still tell worthwhile stories in it!

I'm following the series in A Knight at the Opera about ways of running cities in TTRPGs. Most of the arguments raised by the text about the difficulties of having robust procedures for settlements map to my (fairly limited) experience. In particular, I remember having no issues doing all sort of exploration in #Starforged until I had to run a city. Following the same procedure one would use for a derelict or someplace similar felt quite strange.
